After an opening shot of the exterior of the White House in winter, flashbulbs pop as President Johnson, seated with Attorney General Nicholas Katzenbach, signs the historic Voting Rights Act. Next, Katzenebach presides over a press conference, looking over his notes at a podium. We see the back of the reporters in the press corps as Katzhenbach addresses them. A reporter scribbles notes in a close-up and then from behind Katzenbach, we see the reporters taking notes. Washington, DC 1965.
